Governments ►  and business associations ► in emerging economies are the key champions for promoting a better enabling environment for Inclusive Business. They set up IB promotion policies and programs, do IB advocacy, establish IB accreditation, facilitate IB business coaching, provide incentives and investments support, and establish proper impact monitoring and reporting.

Governments are supported by development partners and foundations  ► which provide financing for such IB policy work and often wish to include more IB features in their own cooperation programs for SME and private sector development, value chain support or poverty reduction, as well as sectoral programs. Especially foundations and progressive development partners embrace the IB agenda as a new topic of high strategic value for private sector development and inclusiveness.

What's important for us...

  • Working with the right champion is key for any successful cooperation on promoting policy and programs for IB. To this end, developing an IBee strategy and IBee implementation programs would need to build ownership (and capacities) among those multiple stakeholders. For us a long-term collaboration commitments is important, rather than delivering simply a study only.


  • We see clear commitment of multi-stakeholder engagement particularly important. A successful IB initiative would not only involve companies with IB business lines, relevant government agencies and business associations but also impact investors, business facilitators, and development partners. Their engagement and contribution to an IBee strategy should be documented in a rolling multi-year IBee implementation/action plan.


  • In the government, championing institutions are typically ministries for:
    • Industry and SME promotion and entrepreneurship development
    • Investment promotion and economy, planning , and finance
    • Commerce and trade
    • Investment boards
    • Ministries for agribusiness support
      In addition:
      • For discussing priority procurement to IB, ministries dealing with housing, water and sanitation, health, education, social protection, labor and skills development are also important
      • for encouraging innovations through IB ministries on science and technology are also relevant.


  •  Among business associations the national chamber of commerce, the young entrepreneurs association, the women business association and the SME association are important partners.
